Chinese Supreme Court, Supreme Procuratorate and Ministry of Public Security jointly issued an “Opinion” on handling self-immolation cases that said anyone who “organizes, plots, incites, coerces, entices, abets, or assists” others to conduct self-immolation will be charged as intentional homicide.
