Tibetan Parliament-in-exile has written to presidents of US, European Council, France and Primes ministers of Japan and Russia to broach the issue of Tibet with Chinese leaders. in a letter the Parliament said, "Tibet continues to remain under martial law. According to our information, China is planning a program of harsh repression in Tibet." The letter asked the Western leaders to help resolve Tibetan problem.
