In 1979, Chinese leader Deng Xiaping told the Dalai Lama's older brother, Mr.Gyalo Thondup, that "apart from independence, all issues can be discussed." between Beijing and Dharamsala. Deng went on to invite the Dalai Lama to send a fact-finding delegation to Tibet.

Kunleng invites Mr. Juchen Thupten, former chief Cabinet Minister of the Tibetan government in exile, who led that first mission to Tibet in 1979 and was a part of two subsequent delegations who visited China for exploratory talks in 1982 and 1984, to discuss his experiences and those early years of contact with Beijing which took place 20 years after China gained control of Tibet.
