Foreign secretary Shiv Shankar Menon plans to visit Beijing next week to hold India-China strategic dialogue with his Chinese counterparts, and that the Tibet issue and border talks will be a part of the dialogue. Though India has made clear its stand on the Tibet issue, Beijing is wary of any move by any country regarding Tibet, specially after the recent high profile recognition of the Dalai Lama by the governments of U.S., Canada and Germany.
